Tonka-Woodcroft Improvements Project Updates Archive
Over the next several weeks Hennepin County will be installing communication fiber along Minnetonka Boulevard from County Road 101 to Williston Road. This is a Hennepin County project and is not associated with the city’s recent neighborhood reconstruction or trail project.

Feb. 12, 2024
The City of Minnetonka is offering free trees for properties within the Tonka-Woodcroft project area. Each property is eligible for a tree regardless of if one was removed during reconstruction.
Trees will be available to properties where construction was completed in 2023. Properties where construction was completed in 2022 received the same opportunity last year.
The tree ordering deadline is March 22, 2024. Residents who are interested in receiving a tree should send an email to engineering@minnetonkamn.gov with the following information

- Email address
- Preferred tree species
Five species of trees are available:
- Bicolor Oak
- Autumn Brilliance Serviceberry
- Imperial Honeylocust
- White Pine
- Red Barron Crabapple
Trees will be delivered by Public Works in the spring.

- Project Wide – Clean up items are being addressed this week and any remaining items will be taken care of in the spring.
Minnetonka Boulevard Project
- Stages M1,2,3 – Over the last two weeks concrete work was completed, the trail and parking lot were paved, Minnetonka boulevard was milled and overlaid (primarily on the north side of the road), and restoration was completed. Fences are being installed and there will be clean up items to address in the spring.
- Stages C4,5 – Next week mailbox installation will be completed.
- Stages C2,4,5 B3, A2,3,4 – The last layer of paving was completed this week.
- Project Wide – Next week asphalt sawing and sealing will begin. Sign replacement and punch list items will begin in the next two weeks.
Minnetonka Boulevard Project
- Stage M1 – Curb and gutter installation will begin next week.
- Stage M2 – Next week mailboxes will be installed and the concrete median construction will begin at the intersection of The Mall and Minnetonka Boulevard.
- Stage M3 – Curb and gutter installation will begin next week.

- Stage C4 – This week concrete curb and gutter and driveways were installed. Next week the first layer of pavement will be installed.
- Stage C5 – This week concrete curb and gutter was installed and concrete driveway pouring began. Next week concrete driveways will be completed and the first layer of pavement will be installed.

- Stage C4 – This week concrete curb and gutter install begins and will be completed next week.
- Stage C5 – The contractor began grading in advance of curb and gutter install this week. Next week curb and gutter will be installed.

- Stage M1 – This week storm sewer was installed. Next week if time permits sheeting will be pulled.
- Stage M2 – This week the contractor poured curb and gutter. Next week concrete driveways and concrete edging will begin.
- Stages L1,2,3 – Last week restoration began and will continue this week with topsoil placement, asphalt driveway paving will also begin this week.
- Stage L4 – Sod was placed last week. No major work is scheduled for this week.

- Stages C2,3 – Last week road were graded in advance of paving. This week the contractor will place the first layer road pavement.

- Stage C4 – Last week the contractor completed water main, water services and sanitary sewer. This week storm sewer will be completed.

- Stage D3 – The second phase of utility crossings on Minnetonka Boulevard was completed last week. This concludes Minnetonka Boulevard closures.
- Stages B1/B2 – Last week the final layer of pavement was placed. This concludes work in these phases.
- Stage L1 – This week road reclaim will begin.
- Stage L2 – Last week storm sewer and water main work was completed. This week road reclaim will begin.

- Stage L4 – Curb and gutter was installed last week. This week concrete driveways will be installed and road will be paved. Next week the contractor will begin installing asphalt driveways.
- Stage M1 – The contractor continued driving sheeting last week and will be driving sheeting and piling for the next few weeks.
- Stage M2 – (Minnetonka Blvd from Larchwood Dr to Steele St, See updated map) The contractor began building retaining walls last week. They will complete retaining walls this week. Next week removals and trail grading will begin.
- Stage C1 – Last week the contractor installed curb and gutter. This week concrete driveways will be completed and road paving will begin. Next week the contractor will begin paving asphalt driveways.
- Stage C2 – This week storm sewer will be completed. Next week road grading will begin.
- Stage C3 –This week storm sewer will be completed. Next week road grading will begin.
- Stage C4 – (Fairlawn Dr, See updated map) Removal of topsoil began last week. This week the contractor will begin pavement removals and install temporary water. Next week water main and sanitary sewer install will begin.
- Stage C5 – (Elmwood Pl, See updated map) Next week temporary water will be installed and removals will begin.
- Stage B3 – Sod was placed last week. No major work is scheduled for this week.

- Over the winter, private utility companies worked to move overhead power and communication lines underground in advance of the Minnetonka Boulevard Trail construction.
- This work is scheduled to be completed in May.
Minnetonka Boulevard will be closed between Steele Street and Highland Avenue from July 6 at 10 a.m. to July 10 at 5 a.m.
- The city’s contractor will be installing new water main crossings on Minnetonka Boulevard beginning July 6. This work will require the closure of Minnetonka Boulevard for the duration of the work.

- Stage C2 – In two weeks (6/26) removals will begin.
Concrete curb and gutter
- Concrete has a seven day cure time, meaning you will not have access to your driveway for seven days.
- Once the contractor has determined the concrete has achieved the proper strength, your driveway will be ramped with gravel so you can access it.
- During the seven day cure time, please park on the even numbered side of the street as close as possible to the curb or on adjacent streets not currently under construction. This will allow for emergency vehicle access.

Irrigation Repair
- If you are in an area that is will receive sod this spring (A2, A3, A4, B1, B2), spring is a great time to schedule irrigation repairs prior to installation of sod.
- Installing/repairing irrigation prior to sod placement is preferred but not required.

This week in the stage A1 section of the project, the contractor installed water and sanitary mains. They also began storm sewer installation. In stage T1, the contractor completed sanitary and water main work.

This week the contractor began installation of the new water main and sanitary sewer main in stages A1 and T1. Next week, the process of installing water and sewer mains continue.
Project staff would like to remind residents to use caution while mowing or trimming near the temporary water mains. Accidental damage to these systems affects water supplies to all homes in the area, as the system needs to be shut down completely for repairs. Temporary water is only in place for three to four weeks, and will not cause permanent damage to lawns. If you have a contractor that provides lawn care, please pass this information along to them as well.
This week, temporary water main and services in phases A1 and T1 were installed and connected to homes in advance of removal of the existing water main. The contractor will be working with residents to connect the temporary water services to homes.
As the contractor begins work on the water main, temporary shutdowns will be necessary. Residents will be notified individually if they will be without water during a shutdown.
Next week, the contractor will begin removing and replacing sanitary sewer and water main in stages in stages A1 and T1.
This week topsoil reclamation, pavement removal and temporary water main installation began in stages A1 and T1. This process will continue into next week. Following the completion of the temporary water main installation, the city's contractor will begin connecting homes to the temporary water system. If time permits, the contactor will begin removal of existing water main and installation of the new water main.
The contractor will be closing a portion of Hillside Terrace between Fairlawn Drive and Hazelmoor Place for storage and staging materials.
This week, tree removals began along portions of The Strand, Croftview Terrace, Meadow Lane, Woodcroft Drive, Moorland Road, Moorland Circle, Tonka Lane and Steele Street.
In stages A1 and T1, the contractor will begin pavement removal, topsoil reclamation and temporary water main installation. This process is expected to begin next week.
Construction will begin on the first stage of the Tonka-Woodcroft Improvements Project on May 16. Work will be completed in multiple stages from May 2022 to October 2023. Each stage of construction is expected to last 8 - 12 weeks. This schedule is weather-dependent and subject to change. See the project newsletter for more information and construction stages.

The Tonka-Woodcroft Improvements Project, which also includes the Minnetonka Boulevard Trail Project, is on the Minnetonka City Council’s Mar. 21, 2022 agenda. The Council will be asked to review bids and award the construction contract.

The Tonka-Woodcroft Improvements Project, which also includes the Minnetonka Boulevard Trail Project, is on the Minnetonka City Council’s Monday, Jan. 10, 2022 agenda. The council will be asked to accept plans and specifications and authorize bidding for the project.
