Kissy Coakley was elected to the Minnetonka City Council in 2019 and re-elected in 2023. She is the first African American woman to serve on the council.
Kissy graduated from Metropolitan State University with a bachelor’s degree in criminal justice. She has spent her career consistently advocating for positive reforms to the criminal justice system through her work with the Second Chance Coalition. As a leader in TakeAction MN’s Justice 4 All Campaign, Kissy championed a national movement in collaboration with Target Corporation that changed hiring policies and improved criminal background check policies. She also worked on Minnesota state legislation for several criminal justice reform initiatives.
Kissy currently serves as a domestic violence advocate at a local nonprofit organization, and is part of the Suburban Hennepin Housing Coalition. She previously served on the Multicultural Advisory Committee for the City of Hopkins, and co-chaired the Policy Committee at Cornerstone.
Kissy has two adult children who graduated from Minnetonka High School. Her youngest child is currently attending Clear Spring Elementary. Kissy and her family have lived in their home in Ward 4 since 2008.
