The department maintains complete accounting transactions for 35 separate funds, including: the general fund, seven special revenue funds, two debt service funds, 14 capital project funds, six enterprise funds, two internal service funds and three agency funds.

Accounts payable and receivable oversees all city invoices and payments. All city revenue is collected, coded and deposited daily. The city generates more than 600 accounts payable checks per month, totaling more than $25 million per year.

City investments are made in accordance with Minnesota statutes. The city council has adopted an even more restrictive investment policy to ensure the city invests responsibly.

The finance department oversees the city’s water and sewer utility billing. Our online billing system allows residents to pay their utility bills online and choose to receive utility bills via email.

Utility bills also collect storm water and environmental fees, which help improve water quality, provide residential recycling and fund improvements to the city’s green spaces.
