The city manager receives support from the administrative services department. The assistant city manager serves as the department director.

Responsible for elections, voting and voter registration, as well as official city records (council agendas, minutes, ordinances, etc.) and city court.

Responsible for all external and internal communications, including: media relations, crisis communications, publications, website, social media, brand and image management, and marketing.

Responsible for leading internal and external diversity, equity and inclusion efforts within Minnetonka.

Responsible for employment opportunities, benefits, payroll and all duties related to personnel for the city.

• Sarah Donovan, Human Resources Manager, 952-939-8214

Responsible for greeting visitors to Minnetonka City Hall, answering the city’s main switchboard and managing the area used by visitors to view city records.

Provides telephone and computer support to the city, and service and programming for city cable channel 16.

• Patty Latham, Information Technology Manager, 952-939-8259

Administrative services also serves as liaison to the Minnetonka City Council, handles boards and commissions applications and appointments, manages historical information and programs, handles insurance claims against the city and manages the city’s open space preservation effort.
