Small cells are generally installed on buildings or utility/light poles, or are part of a new similarly sized poles or structures. Small cells have short ranges, therefore they must be more densely located than traditional monopole structures or antennas on water towers.

In 2017, the Minnesota legislature passed a bill that requires cities allow construction of small cell wireless facilities within the public right-of-way. Minnetonka’s telecommunications (310.03) and right-of-way (1120) ordinances were updated to comply with state law.
