Heartland Heights is requesting the property at 18393 Covington Road be rezoned from R-1 to R-4. The rezoning would allow for the existing single-family site to be used as a management and maintenance office for the Minnetonka Heights apartment development, which fully surrounds the property and is also owned by Heartland Heights.
