In 1988, the city purchased 5501 Baker Road to accommodate the planned interchange between Baker Road and Interstate 494. The property included an occupied home, which the city planned to lease until the interchange project commenced. The interchange project was ultimately canceled, and rather than sell the property, the city continued to rent to tenants over the next 33 years. 

In 2000, the property owner of 5432 Rowland Road approached the city about purchasing their property since it borders 5501 Baker Road and the properties could potentially be marketed together for a new housing development.

The city elected to purchase 5432 Rowland Road with the intention of acquiring additional nearby parcels to accommodate a future housing development. However, the housing market of the early 2000s did not support the original vision. The city abandoned the idea to purchase additional parcels and decided to hold the property and lease to tenants over the next 21 years.

Current Status

At the end of 2021, the two long-term tenants at the properties decided to relocate. With both homes now vacant, staff is analyzing the properties' condition and planning for the eventual sale of the two properties for smaller scale housing than originally envisioned.

Next Steps

The city has not made any decisions regarding the future of these properties other than reuse for low-density housing. The city plans to sell the properties through a public process next year. The homes will be demolished and the two sites will be prepared for sale and eventual construction of new housing. 

The City Council received an update on the two properties at its May 1, 2023 meeting.
