In February 2020, the city council approved Ron Clark Construction’s revised formal application and plan to construct a three-story, 75-unit apartment building at 4312 Shady Oak Road and the adjacent property to the south, which is in Hopkins.

The proposed building includes a mix of alcoves, studio, one- and two-bedroom apartments with underground parking, community and exercise rooms, management office and an outdoor play area. Rent ranges from $1,000 to $1,300 per month for affordable units, and $1,100 and $2,400 per month for market rate units.

The project was originally approved in 2017. An updated plan was submitted in 2019 and approved in 2020. See “Project background” for more details.

Project background

The City of Minnetonka purchased the property at 4312 Shady Oak Road in March 2015. In November 2016, after several neighborhood meetings and an extensive interview process, the city council selected Ron Clark Construction to begin negotiations and propose a development concept.

A concept drawing and site plan were presented in February 2017. Following community and city feedback, Ron Clark Construction announced it would make modifications to the concept plan.

The revised concept plan was submitted as a formal application on July 24, 2017. After an open house and several public meetings, the planning commission and city council approved the project in September 2017.

The developer is attempting to secure tax credits in 2019. Construction is expected to begin after financing is secured.

Updated 2019 concept plan

In April 2019, the developer submitted an updated concept plan for consideration, which was reviewed by the city council, planning commission and economic development advisory commission. The updated plan incorporated a recently-purchased adjacent property to the south, which expanded the site* from 1.58 to two acres, added a new entrance to the building’s primary underground parking area from Shady Oak Road and Main Street, and added additional units and length to the building.

* The adjacent property is in Hopkins. Incorporation of the adjacent parcel in Hopkins requires separate approvals from both Minnetonka and Hopkins.

June 2019 updated formal application and plan

In June 2019, Ron Clark Construction submitted a new formal application and plan proposing a three-story, 67-unit apartment building at 4312 Shady Oak Road. The proposed building includes a mix of one-, two- and three-bedroom apartments with rent ranging from $900 to $1,300 per month and underground parking, community and exercise rooms, management office and an outdoor play area.

Plans were scheduled to be reviewed by the planning commission and city council in August 2019, but the developer requested a postponement to revise the plans.

Updated plans were re-submitted in December 2019. The city council, planning commission and economic development advisory commission reviewed the application and plan in January and February 2020. Council gave final approval on Feb. 24, 2020.

July 2020 - Pre-construction meeting

The developer is expected to begin construction in late August or early September, and held a pre-construction meeting on July 21, 2020 at the development site.

Ron Clark Construction provided details about demolition, site development, and construction. City staff attended to answer questions.

2020 final plat and easement vacation

In July 2020, Ron Clark Construction submitted a request for final plat approval and obsolete easement vacation.

At its Aug. 10, 2020 meeting, the Minnetonka City Council approved the final plat and obsolete easement vacation. The council and Economic Development Authority also approved tax increment financing for the project on Aug. 10.

On April 11, 2019, Ron Clark Construction submitted an updated concept plan for consideration.

The developer recently had an opportunity to purchase an adjacent property to the south, which expands the site* from 1.58 to two acres. The updated concept includes a new entrance to the building’s primary underground parking area from Shady Oak Road and Main Street, and adds 18 units and additional length to the building.

The Minnetonka City Council approved the project on Sept. 25, 2017.

The actual site redevelopment will likely not happen for some time. The developer is applying for tax credit funding in June 2018 and won’t know the results of that request until October 2018.

Ron Clark Construction has revised the proposed concept plan, using feedback and direction from the community, city council and planning commission.

The revised concept plan and a letter have been submitted to the city, and the developer intends to submit as a formal application the week of July 24, 2017.

Tentative meeting dates to discuss, review and potentially act on the plan have been scheduled.

The plan calls for a stormwater pond to partially intersect with an adjacent property, which is also owned by the city. The placement of this pond will prevent some tree removal on the property.

Initial concept

Ron Clark Construction's initial concept plan contemplated a three-story, 54-unit apartment building, including:

A mix of one-, two- and three-bedroom apartments
Underground parking
Resident community room
Exercise room
Onsite manager’s office
Outdoor play area

The concept plan had the building oriented toward Shady Oak Road with surface parking located behind the building, similar to the existing commercial building. Rent was anticipated to range from $800 to $1,200 per month.

Request for developer interest

The city issued the following request for developer interest in 2016:

“The city is examining potential options for redeveloping the property. The assumption is that the existing commercial property would be removed in order to accommodate new development that could include commercial, retail and/or residential uses. The goal of the project is to prepare and form a feasible redevelopment plan that is acceptable to the city, neighborhood, and local stakeholders."

All questions related to this RFI were submitted by noon on Sept. 16, 2016 to Alisha Gray, Economic Development and Housing Manager. All questions received were collected, answered and distributed to the group of interested parties.

Developers interested in participating in the RFI process reviewed the Request for Developer Interest document below and submitted the requested information by Oct. 7, 2016.
